Summary

Fred and Rose West murdered at least 12 young women over two decades. Their home at 25 Cromwell Street became known as the 'House of Horrors' after excavations revealed buried remains.

Details

The case broke when police investigating the disappearance of the Wests' daughter Heather excavated the property in 1994 and uncovered human remains. Nine bodies were found at 25 Cromwell Street, with others recovered elsewhere, including at a former home and a field. Fred West was charged with 12 murders but hanged himself in his cell at HMP Birmingham on 1 January 1995 before trial. Rose West was tried in 1995, convicted of 10 murders, and sentenced to life imprisonment with a whole-life tariff, meaning she will never be released.

Background

Frederick Walter Stephen West was born on 29 September 1941 in Much Marcle, Herefordshire, England, into a rural farming family. He suffered a number of serious head injuries as a young man, including in a motorcycle accident, and from an early age displayed a pattern of petty crime and disturbing behaviour. Rosemary Pauline West (née Letts) was born on 29 November 1953 in Devon. She came from a troubled household and met Fred West in the late 1960s when she was a teenager and he was already a father.

The couple settled in Gloucester, eventually moving to 25 Cromwell Street, a terraced house that would later become infamous as the 'House of Horrors.' They married in 1972. Their domestic life was marked by extreme violence, sexual abuse and control. Fred had a long history of sexual offences and obsessions, while Rose ran the household and, according to the later prosecution case, was an active and willing participant in the abuse rather than merely a bystander.

The Crimes

Over roughly two decades, from the late 1960s through the 1980s, Fred and Rose West tortured, sexually abused and murdered young women and girls, including members of their own family. The known victims included Fred West's first wife, Catherine 'Rena' Costello, and his stepdaughter Charmaine. Among the victims found at Cromwell Street were Lynda Gough, Carol Ann Cooper, Lucy Partington, Therese Siegenthaler, Shirley Hubbard, Juanita Mott, Shirley Robinson and Alison Chambers. Heather West, Fred and Rose's own daughter, was also among those murdered.

Many victims were dismembered and buried beneath the cellar, in the garden, and under the bathroom of the house, while others were buried at locations connected to Fred West, including a field near his childhood home. In total the Wests were linked to at least 12 murders. Some victims were lodgers or young women who had come into contact with the family; several were subjected to prolonged abuse before being killed. The full scale of the offending, and the precise number of victims, may never be known.

Investigation and Arrest

The investigation began in earnest in 1994 after detectives at Gloucestershire Constabulary pursued long-standing concerns about the disappearance of Heather West, who had last been seen in 1987. Family remarks that Heather was 'under the patio' had circulated for years. Police obtained a warrant to excavate the garden of 25 Cromwell Street in February 1994.

Excavations uncovered human remains, and the search expanded across the property and to other sites. As forensic teams recovered bodies, the case rapidly escalated into one of the largest murder inquiries in British history. Fred West was arrested and initially made admissions to police, at times appearing to take responsibility while seeking to minimise Rose's role. Rose West was also arrested and charged. The discoveries at Cromwell Street, broadcast worldwide, led the media to label the property the 'House of Horrors.'

Trial and Outcome

Fred West never stood trial. On 1 January 1995, while on remand at HMP Birmingham (Winson Green), he died by suicide, hanging himself in his cell. His death meant the charges against him were never tested in court, leaving Rose West to be tried alone.

Rose West's trial took place at Winchester Crown Court in late 1995. She was charged with ten murders. The prosecution argued that she was a willing and active participant in the killings and abuse. On 22 November 1995, she was convicted of all ten counts of murder and sentenced to life imprisonment. In 1997 the Home Secretary confirmed that she should never be released, and her whole-life tariff has been upheld, making her one of a small number of women in the United Kingdom subject to a whole-life order.

Aftermath and Legacy

The house at 25 Cromwell Street was demolished by Gloucester City Council in 1996, and the bricks and rubble were reportedly destroyed to prevent any material being kept as macabre souvenirs. The site was later landscaped into a public walkway. The case prompted significant public discussion about how vulnerable young people, including those in care or lodging, could go missing for years without effective action.

The Wests' crimes have been the subject of numerous books, documentaries and dramatisations, and they remain among the most notorious cases in British criminal history. Investigations into possible additional victims have continued over the years, and authorities have periodically reviewed unsolved disappearances for possible links. Rose West has consistently maintained that she was not involved in the murders, a claim rejected by the jury that convicted her. The case is frequently cited in discussions of safeguarding failures and the dynamics of abusive partnerships.
